Mr. Turnipseed is currently the owner and president of his international trade consultancy firm, MCT International, operating out of Baton Rouge, Louisiana since 1996.  He currently has several corporate clients in the chemical industry, works on certain trade related matters (antidumping, subsidies and Section 201 investigations) for a Washington D.C. based law firm, and for an international trade consulting firm in Washington D.C.  Prior to May 1996, he was employed in various positions for 30 years in the chemical industry by Albemarle Corporation (formerly part of Ethyl Corporation) starting in Baton Rouge in 1966.  For over 20 years he has specialized in international trade related matters.  During the Uruguay Round, he was on loan for a full time assignment to the Chemical Manufacturers Association (now the American Chemistry Council) as their Special Trade Advisor for the Uruguay Round. 

Mr. Turnipseed has served since 1978 on the Industry Sector Advisory Committee for Chemicals and Allied Products (ISAC-3).  He served as Chairman from 1991 until May 1996.  During his service on ISAC-3, Mr. Turnipseed represented the chemical industry in working with the Treasury Department to develop NAFTA rules of origin for certain value added chemicals, helped develop the Chemical Tariff Harmonization Agreement in the Uruguay Round, and represented the U. S. chemical industry as the ISAC-3 member working with USTR to negotiate the GATT XXIV.6 compensation due the U. S. in chemical products with the EC chemical industry in 1987.  He continues as a member of ISAC-3 now representing Dow Chemical, with primary responsibilities on ISAC-3 for chemical related matters involving the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation (APEC), the Free Trade Area of the Americas (FTAA), and the Free Trade Agreements with Chile and Singapore.

Max Turnipseed is a graduate of the University of Wichita. He has worked nearly 40 years in the chemical and petroleum industries.  He and his wife, Carrine, live in Baton Rouge, Louisiana.
